Dear Sir/Madam,

On May 25, 2010, Thaksin Shinawatra, a fugitive criminal, and former Prime Minister of Thailand, was officially put on the most wanted criminal list of Thailand, and the criminal court released an arrest warrant for the conviction of this terrorist. The charge is carried out by the Department of Special Investigation, the Thai equivalent of the American FBI.

In 2007, Thaksin was convicted with numerous corruption charges and abuse of power while he was the Prime Minister of Thailand. Thaksin returned to Thailand in February 2008 to stand trial after his supportive political party, "People's Power Party", won a general election under the 2007 Constitution which had passed the national referendum.

In August 2008 after his three lawyers were found guilty of attempting to bribe in the Supreme Court for Criminal Cases of Political Post Holders and sentenced to six-month jail, Thaksin's family was found guilty of huge tax fraud. His wife then was sentenced to two years in jail. She was released on bail. A week later, Thaksin jumped bail and fled from Thailand. The Thai criminal court has issued a criminal arrest warrant for Thaksin. The Thai government under PM Abhisit Vejjajiva has been pursuing Thaksin, but with his billions of dollars in offshore accounts, he bought illegal nationalities from other countries to seek sanctuary abroad.

From the latter half of 2008 to May 2010, in order to force amnesty for himself and to overturn his opposition party, the democratically elected Abhisit's government which has legitimately won the House of Parliament vote over Thaksin's supporting party, Thaksin conspired with his followers, the so-called "red-shirts" to try to sabotage and terrorize citizens and the government of Thailand. In April 2009 he instigated his followers to commit armed riots, street shooting, rampaging, looting, setting fire to government and private properties to force a termination of Asian Leaders summit meeting in Pattaya and the disrupt daily life in Bangkok during the same week.

In March 2010, the Supreme Court for Criminal Cases of Political Post Holders, found Thaksin guilty of abuse of power, and confiscated over 1.5 billion USD worth of assets from him.

In April and May 2010, Thaksin funded and ordered his followers to strike an all-out civil war in Bangkok and some rural provinces of Thailand, while some proxy leaders instigated, hired or lured people to rally in Bangkok to believe that they were rallying for democracy. Thaksin also hired mercenaries to carry military weapons such as AK-47 rifles, M-79 grenade launchers, M-26A grenades, molotov petrol bombs along with makeshift weapons to murder dozens of innocent civilians, five government officers, three news reporters as well as some protesters to fabricate accusations of tyranny against PM Abhisit. They also set fire to at least thirty buildings in central Bangkok which have particular importance to the country's economy. Several banks, the Stock Exchange of Thailand, several major shopping buildings and a national television channel were set ablaze by Thaksin's terrorists. Numerous military weapons have been discovered at the rally site while some multi-nationality aggressors have also been arrested.

Along with Thaksin, twenty other Thais are also charged with conspiring terrorism.

Thaksin Shinawatra, a male former policeman, was born on 26 July 1949. He has a Mongoloid-Chinese look, black eyes, black hair, approximately 170 cm in height, approximately 75 kg in weight, white-yellow complexion, and a medium-build. His Thai passports have been revoked by the Thai government, though his original Thai nationality remains intact. He may be travelling by either true or false names with a Montenegrin passport, Nicaraguan passport, Fiji passport, Cambodian passport, or Liberian passport along with those nationalities. He may travel on passport number L38RB3695 and his plane number was seen to be N300BZ. During his escape, he has been seen in those countries above, as well as in Uganda, Sri Lanka and France.

While the government of the Kingdom of Thailand is processing an official request for an international arrest warrant for this fugitive, criminal, terrorist, Thaksin Shinawatra, we the citizens of Thailand, would like to ask for your co-operation to prepare for an immediate arrest of this dangerous international terrorist.
